
KAMPALA – Ms. Doris Akol, the Commissioner-General of the Uganda Revenue Authority (URA) has on Friday, February 28, 2020, announced major changes, reshuffling four commissioners and promoting one to the acting commissioner in her latest efforts to turn the tax body into a Centre of Excellence.
Ms. Akol has elevated Mr. Abel Kagumire who has been Assistant Commissioner Customs Audit, to the acting Commissioner Customs while Mr. Protazio Begumisa, who until today served as head of the Internal Audit and Compliance Department, has retired.
Ms. Akol has replaced Begumisa with Herbert Rusoke, previously the Commissioner Corporate Services
In other changes, Mr. Patrick Mukiibi, previously the Commissioner Tax Investigations is sent Corporate Services while Henry Saka who until today has been Commissioner of Domestic Taxes has been appointed Commissioner for Tax Investigations.
Mr. Saka has been replaced with Dickson Kateshumbwa the former Commissioner, Customs Department.
On a staff mailing list, Ms. Doris Akol informed URA workers of the news changes and said they have been approved by URA Board.
“Dear Team, in line with the Leadership Rotational Framework which was approved by the URA Board of Directors on 31st July 2015, I have made changes in the deployments of MEC members”
“The changes will take effect on 1st April 2020. Please welcome and support your leaders in their new roles as we take URA to Greater heights,” she further wrote.
The CEO Magazine has quoted Ian Rumanyinka, the URA Spokesperson as saying that ‘the changes and were normal’.
“URA is an institution of National influence; deliberately it has built an all-round leadership team that is capable to lead in all capacities. The reason you see URA leadership in most of the efficient institutions like UNOC, PAU, UNRA, KCCA.”
