KAMPALA — During its 26th Annual General Meeting held virtually, on 30 July 2020, the Institute of Certified Public Accountants of Uganda (ICPAU) announced seven leaders (Council Members) that will serve for the period 2020-2022.
The seven are; CPA Josephine Okui Okwakol Ossiya – Practitioner at Rona & Partners, Certified Public Accountants and Chief Finance Officer at Bujagali Energy Ltd, CPA Gloria Tuhaise Wakooba – Deputy Director, Procurement and Disposal Department at Bank of Uganda, CPA Prof. Laura Orobia – Associate Professor heading the Department of Accounting & Finance (Academics) at Makerere University Business School (MUBS), CPA Geoffrey Byamugisha – Practitioner at Ernst & Young Uganda, Certified Public Accountants, CPA Constant Othieno Mayende – Practitioner at CMK & Co., Certified Public Accountants, CPA Ronald Mutumba – Practitioner at Mutumba Mukobe & Associates, Certified Public Accountants, CPA Stephen Ineget – Practitioner at KPMG East Africa (Uganda)
According to the Accountants Act 2013, members of the Council (other than the ex-officio) hold office for two years and are eligible for re-election or reappointment for a further term of two years only.
The ICPAU Council is composed of 11 members and is headed by a president who is deputized by a vice president: 7 members are elected by full members of ICPAU. A minimum of 3 seats are reserved for women and 5 of 7 elected members must be practicing accountants, 1 member is appointed by the Minister for Finance, Planning and Economic Development, from a professional or regulatory body established by an Act of Parliament while 3 are ex-officio members: the Accountant General, the Auditor General and the officer responsible for higher education in the Ministry of Education.
The President and Vice President will be elected from amongst the new Council members at their first meeting.
But who are the seven members that will sit on the ICPAU council for the next two years. Here is a closer look;
CPA Josephine Okui Okwakol Ossiya
CPA Josephine Ossiya is a Partner at Rona & Partners, Certified Public Accountants since November 2002 and Chief Finance Officer at Bujagali Energy Ltd since November 2014. She is also a board member of Bank of Uganda (BOU)
Prior to joining Bujagali Energy Ltd, Ossiya served as Chief Finance Officer with ATC Ghana Ltd (2012-2014), Finance Director with Eskom Uganda Ltd (2008-2012), Financial Controller at Standard Chartered Bank in 2008, Corporate Treasurer/Financial Controller at Shell Uganda Ltd from 2004-2007, Area Auditor – Eastern Africa at British American Tobacco Uganda (2001-2004), Internal Auditor (1996-2000) with National Security Fund and Internal Auditor at National Water & Sewerage Corporation from 1994 – 1996.
Josephine holds a Master’s in Business Administration majoring in Internal Business from the University of Liverpool and Bachelor of Commerce degree majoring in accounting from Makerere University. She also holds professional accountancy qualification from Association of Chartered Certified Accountants and Certified Trustee Certificate from College of Insurance Kenya.
She has been a full member of ICPAU for over 19 years
CPA Gloria Tuhaise Wakooba – FM787

Gloria Tuhaise Wakooba is the Deputy Director, Procurement and Disposal Department at Bank of Uganda since December 2013.
She previously served as Principal Internal Auditor at Bank of Uganda (2011-2013), Business Analyst at East African Development Bank (EADB) (2008-2011), Internal Auditor – Bank of Uganda (2004-2008), IFMS Accountant – Ministry of Finance, Planning & Economic Development (2002-2004) and Teaching Assistant – Makerere University Business School (2001-2002).
Wakooba holds a Master’s degree in Business Administration (Finance) from Makerere University, a Postgraduate Certificate in Project Appraisal, Analysis and Financing from University of Bradford UK, and a Bachelor of Commerce degree from Makerere University Business School. She is a holder of a professional accountancy qualification from Association of Chartered Certified Accountants, Certified Information Systems Auditor, Certified Risk & Information Systems Control and CIPS.
She has been a member of ICPAU for over 11 years.
CPA Assoc. Prof. Laura Orobia Aseru– FM845

Laura Orobia Aseru is an Associate Professor heading the department of Accounting & Finance (Academics) at Makerere University Business School (MUBS) since January 2016.
She served as Senior Lecturer (2011-2015) and Lecturer (2005-2011) at MUBS, and Associate Consultant at Sejjaka, Kaawaase & Co. from 2006-2017.
Aseru holds a PhD in Accounting, a Master’s Degree in Accounting & Finance and a Bachelor’s Degree in Business Administration from Makerere University, and a professional accountancy qualification for CPA(U).
She is the first Female Professional Accountant to attain Professorship.
She has been a member of ICPAU for over 11 years.
CPA Geoffrey Byamugisha – FM288

Geoffrey Byamugisha is the Country Managing Partner at Ernst & Young Uganda, Certified Public Accountants. He has been the Assurance Partner at Ernst & Young since July 2011 to date.
Byamugisha joined Ernst & Young in 1998 serving as an Audit Trainee (1998-2000), Auditor Senior (2001-2002), Audit Supervisor (2002-2004), Audit Manager (2004-2006), Audit Senior Manager (2006-2008), Associate Director (2008-2010) and Executive Director, EY Rwanda (2010-2011).
He holds a Bachelor’s of Commerce in Accounting degree from Makerere University and a professional accountancy qualification from Association of Chartered Certified Accountants.
He has been a member of ICPAU for over 17 years.
CPA Constant Othieno Mayende – FM341

Constant Othieno Mayende is a Partner at CMK & Co., Certified Public Accountants and Executive Chairman of Risco Enterprises Limited.
He served as the Chief Operating Officer & Accounting Officer with the Office of the Auditor General (Uganda) from 2011-2014. Prior to that, he served as Head Transactional Products & Services (2010-2011), and Head Vehicle & Asset Finance at Stanbic Bank Uganda Limited (2003-2006). He also served as Head, Business Banking & Leasing at Banque Commerciale Du Rwanda (currently I&M Bank Rwanda Limited), Senior Manager Business Development & Special Projects with DFCU Leasing Co. Ltd.
Mayenda holds a Post Graduate certificate in Business Research methods from Herriot-Watt University, a Masters of Business Administration majoring in Finance from Makerere University, a Bachelors of Commerce degree in Accounting from Makerere University and a professional accountancy qualification from Association of Chartered Certified Accountants.
He has been a member of ICPAU for over 17 years.
CPA Ronald Mutumba – FM541

Ronald Mutumba is a Partner at Mutumba Mukobe & Associates, Certified Public Accountants, since January 2018.
Before joining public practice, Ronald served with Afrimax (U) Ltd T/A Vodafone from September 2014 to August 2016 as Revenue Analyst. Prior to that, he served as Revenue Assurance Manager at Smile Communications (U) Ltd (2011-2014), Assistant Manager Revenue Reporting at Warid Telecom (2008-2011), various Finance positions at MTN Uganda Ltd (2001-2008).
Mutumba holds a Master’s in Business Administration majoring in Finance from Uganda Martyrs University, Uganda Diploma in Business Studies from the National College of Business Studies Nakawa, a professional accountancy qualification for CPA(U) and Certified Tax Advisor (CTA).
He has been a member of ICPAU for over 14 years.
CPA Stephen Ineget – FM1011

Stephen Ineget is a Partner at KPMG East Africa (Uganda) since September 2018. Just like CPA Byamugisha, Ineget is a practitioner with one of the Big 4 Audit Firms in Uganda.
He served as Director-Partner KPMG – Rwanda (2014-2017), Manager – Senior Manager – Director at KPMG – Uganda from 2007-2014, Senior Associate – Manager at KPMG – USA (2004-2007) and Associate – Senior at KPMG – Uganda (2000-2004).
Stephen holds an MBA from Edinburg Business School, a Bachelor’s of Commerce (Accounting) degree from Makerere University and a professional accountancy qualification Association of Chartered Certified Accountants.
He has been a member of ICPAU for over 9 years.
