
KITGUM – The Kitgum Resident District Commissioner, Mr Christopher Omara, has threatened to close disco halls and nightclubs hosting nude shows commonly known as Kimansulo where they also reportedly allow children to attend.
Mr Omara revealed hosting nude shows in disco halls is against the anti-pornography act and the owner and the organizer of such shows will be arrested and persecuted and have their music equipment confiscated.
Mr Omara’s remarks follow several complaints by local leaders in Kitgum Municipality that the nude shows, which are commonly found in Kampala and other growing regional urban areas, are now on the rise in the area.
“The district security committee will decide on when to start an impromptu crackdown on the nightclubs practising pornography,” he said.
The RDC said this could also be the reason for the poor performance by schools in Kitgum district.
He appealed to the parents to always monitor their children during this coming lengthy festive season to avoid them falling into conflict with the law.
According to Section 13(2) of the Anti-Pornography Act, “If found guilty by the court of law, the suspects are to be fined a fine not exceeding 500 currency points or imprisonment not exceeding 10 years or both”.
In 2016, Internal Affairs minister Rose Akol directed Police to comb Kampala nightclubs and bars and arrest nude dancers.
“I would like to direct District Police Commanders to make a sweep of those bars in Kampala offering strippers to the public,” Akol told a plenary session chaired by Speaker Rebecca Kadaga.

The minister’s directive came after Aruu County MP Odonga Otto raised the matter saying nude shows commonly referred to as ekimansulo have taken Kampala and its suburbs by storm.
In 2015, a group of 15 youths were detained at Kawempe Police Station for dancing in the nude at Eden Service Park bar in Bwaise, a Kampala suburb.
Explicit video footage obtained by police revealed the suspects dancing while stripping to the bare before patrons.
The same group is reported to have been first arrested on March 5 , 2015 for strip dancing at Geka Motel in Bakuli, and later released on bail by Mwanga II Court in Mengo.
