
KYANKWANZI – The National Resistance Movement (NRM) Secretary General Ms. Justine Kasule Lumumba on Monday afternoon, February 25, arrived at the National Leadership Institute (NALI), Kyankwanzi to lecture Residence District Commissioners (RDC).
Ms. Lumumba in the company of Lydia Wanyoto the Chairperson of the National Women League and her Executive Assistant, Senior Counsel Charles Egwau is due to present a paper on Foundational tenets of the NRM to the 207 RDCs and their deputies convened in Kyankwazi for a week-long induction.
At Kyankwazi, SG Lumumba has been received by the Institute Director Brig. Gen. Kasura Kyomukama David among another staff present.
The newly appointed RDCs are currently undergoing a week-long induction at the National Leadership Institute in Kyankwanzi to strengthen their monitoring role because laxity in this area has in the past crippled government programmes.
Article 71 of the Local Government Act 1997 says the RDC, as a representative of the President and the government in the district, coordinates government services in the district, advises the district chairperson on matters of a national nature that may affect the district or its plans or programmes and particularly the relations between the district and the government
