
KAMPALA – Embattled Uganda Telecom Limited (UTL) boss Bemanya Twebaze has secured an extension of his five-year contract, nine months before its validy expires.
Mr. Bemanya has managed to secure a renewal of his contract to the post of Registrar General at URSB inspite of public rejection and continued criticism by Minister Evelyn Anite and her boss, Finance Minister Matia Kasaija.
This comes at a time when Mr Bemnaya has been in the middle of a storm over the administration of UTL affairs.
The Justice and Constitutional Affairs minister Kahinda Otafiire has this month re-appointed Bemanya Twebaze to the post of Registrar General at Uganda Registration Services Bureau (URSB).
Mr. Otafiire received a recommendation letter from the URSB Chairman endorsing Mr Bemanya in a letter dated June 19, 2019.
“Your contract has been renewed as Registrar General,” Otafiire wrote in his June 27 letter saying Bemanya had a 14 days’ duration to accept the appointment.
The renewed date of appointment is March 2020 which will take effect upon the expiry of Mr Bemanya’s current contract.
The duration of service is five years, renewable on satisfactory performance.
Mr. Bemanya has been offered a chauffeur-driven vehicle spanning the entire period of his renewed contract; medical insurance covering his wife, four children and himself; suitable telephone of talk time basis; security guards at his residence, allowances and other benefits.
Bemanya who also serves as the administrator of Uganda Telecom Limited has been locked in a battle of wits with the Investment Minister Hon. Evelyn Anite.
Initially, the custom has been that the Board of Directors sit two months before expiry of the term of office for such senior government officials to assess their performance, before deciding whether or not to renew their contracts.
However, to the shock of many Ugandans, Anite inclusive, Bemanya has broken the history by being the first government official to have his contract renewed long before its expiry date.
“I am pleased to inform you that pursuant to section 14 (1) of the URSB Act and to the recommendation by the Board of Directors communicates to me by the chairman URSB in his letter dated June 19, 2019, Your contract has been renewed as Registrar General, Uganda Registration Services Bureau.” reads an excerpt from the letter from Hon Otafiire to Mr Bemanya.
