
KAPCHORWA – Tension is brewing in Kapchorwa District after councillors on Wednesday stormed the district headquarters and locked the Chief Administrative Officer Simon Peter Kandole out of office.
Led by the youth councillor, Mr Collins Musau, the 11 councillors accused the CAO of refusing to implement council resolutions and persistent absenteeism.
“He is a poor administrator. He has poor coordination skills and has on several occasions undermined and failed to implement the recommendations of the District council,” Mr Musau said.
Peter Kamuroni, one of the councillors said that they can no longer work with an incompetent CAO. He said the CAO has failed to manage the affairs of the district as well as to monitor and supervise his staff and government projects.
Police later intervened to restore order.
Early this month, the councillors passed a resolution demanding for Kondole’s transfer on the same grounds.
Mr Kandole, however, accused the councillors of victimizing him for his non-tolerance towards corruption.
This is not the first time councillors are clashing with CAOs. Last Thursday, offices at Bugweri District headquarters were closed after councillors demonstrated, calling for the immediate transfer of the Chief Administrative Officer (CAO), Mr Jonathan Mukose who they accuse of being corrupt and incompetent.
The councillors stormed the district headquarters at Busesa village and blocked the entrance to the CAO’s office and other civil servants while brandishing placards and making chants calling for the CAO’s removal.
