
KAMPALA – The Speaker of Parliament, Rebecca Kadaga has dragged Francis Zaake (Mityana Municipality) to the Rules, Privileges and Discipline Committee for investigations after accusations that he threatened to beat up Barnabas Nawangwe, Vice-Chancellor of Makerere University.
Kadaga made the ruling during Thursday’s plenary sitting where she revealed that although Rules of Parliament prohibits MPs from using abusive, offensive, insulting, blasphemous language to impute improper motives on any member or to make personal allusions.
Kadaga said, “We know that we are expected to carry out investigations and in doing so, we must observe rules of natural justice.”

She said that despite several pleas by fellow MPs calling on Zaake to conduct himself honourable, Zaake continued with his unruly manner and failed to obey the Chairperson.
The Speaker also revealed that CCTV footage showed Zaake following Nawangwe, heckling him, insulting, threatening to beat Nawangwe prompting her top rule, “He has breached our code of conduct and therefore lowered public trust in this institution. I refer this matter to our Committee of Rules for further investigations and should make appropriate recommendations to the house within two weeks.”
