
KAMPALA — In the weeks running up to this month, malicious stories in circulation at Uganda Revenue Authority have made demeaning allegations against two top officials involving them in an alleged sexual scandal.
The documents whose source remains anonymous pin a top URA official of feasting on somebody’s wife with impunity and in the process unfairly influencing the promotion processes and undermining staff morale including risking marriage of the woman.
The documents purportedly by Steven Balaba pinned the URA commissioner on turning his wife ( Diana) into his second wife.
The documents went further to accuse the URA official of organizing trips abroad, whenever he gets an opportunity with a one Mr. Balaba’s wife.
The recent trips includes that of Malaysia and Mombasa.
The news have since wracked the tax collector —a situation that has attracted Special Investigations Division (SID), the elite investigation arm of the Criminal Investigations Directorate (CID) to urgently probe the matter.
But Mr Balaba, has since denied authoring the allegations or any complaint and in an e-mail to URA staff also copied to URA Commissioner General Doris Akol and the accused URA official, Paul Steven Balaba a husband to Diana Musoke has since denied knowledge of the documents saying; “I have never complained about my wife”.
He says the documents was a handiwork of forgery because he has never suspected his wife of anything closer to that and they are happily married.
In an email dated Wednesday, October 30, 2019 whose subject is “False allegations from URA and running through URA social media sites:, Mr. Balaba denies any wrongdoing including implicating his wife in the sex scam.
Dear CG [Commissioner General Doris Akol], he says, “I trust this finds you well. Thanks for the good job you do at URA and the effort you put in to see Uganda developing. It’s very sad that my first communication to you comes through at such a time. I wish to raise this directly with you concerning information going around URA social media platforms claiming I have complaints about URA and in particular Mr[name omitted by editor],” he says.
Mr. Balaba also adds “Please be informed that all information going around (as shown in attachments) is unfounded and I am personally not associated with it”
“This is again to confirm to you that Diana Musoke Balaba has never given me any reason to doubt her faithfulness to her marriage,” he wrote, asking Ms. Akol to clear the miscommunication.
“Kindly assist me clear this miscommunication as a favor to me and my wife – who works so hard to ensure she delivers the best at her job,” he adds.
“I will be very glad to receive a positive response to my request, and may God truly bless you always. Regards, Balaba.”
We have learnt that Ms. Akol has vowed tough actions against all the staffers behind the malice and that the staff who will be found culpable, faces dismissal, in line with the body’s human resource manual guidelines.
Wheras, URA has clarified that the Mombasa and Malaysia we sanctioned by the board and that they were attended by top officials including Doris Akol, Mr. Balaba is apparently receiving threats from unknown people to own the alleged complaint.
The detectives are said to be following links on top officials at Uganda Revenue Authority, some other government officials and businessmen in Kampala for allegedly being behind a the malicious plot.
