
KAMPALA – Mr Abubaker Kawalya, the councillor for Rubaga North, has been elected Speaker for Kampala Capital City Authority (KCCA) in a hotly contested election.
Kawalya, who has been standing on Independent ticket, was declared winner with 17 votes, followed by FDC’s Doreen Nyanjura with 14 and People Power’s Muhammad Sseggirinya (Kawempe North) with 1 vote.
The vote took place on Thursday at KCCA City Hall presided over by magistrates.
The position of speaker has been created under the KCCA Amendment Act. Under the law, a speaker is mandated to preside over council meetings, the role initially played by the Lord Mayor under the old law.
