
KAMPALA — Frail Mityana Municipality Member of Parliament, Francis Zaake has been charged with two counts including negligent act likely to spread the infection to coronavirus contrary to section 171 of the penal code act.
Prosecution alleges that MP Zaake on April 19 flouted lawful guidelines in relation to public gatherings and Presidential directives on coronavirus and that he negligently distributed food to communities without putting in place necessary measures to stop the spread of COVID-19.
“Mr. Zaake Francis on the 19th Day of April 2020 at Buswabulongo Village in Mityana District distributed food to the Buswabulongo Community negligently without taking necessary precautions, an act which was and which he knew to he likely to spread the coronavirus which causes COVID-19, a disease dangerous to life,” the office of the DPP alleges.
Speaking to journalists on Monday, Kyadondo East MP Robert Kyagulanyi alias Bobi Wine said although he was blocked from accessing Zaake who is the people power youth league, he has learnt that the MP was brutally tortured at each of the detention facilities he was taken after his arrest.
Police confirmed that Zaake is undergoing treatment at Iran-Uganda Hospital in Naguru
Bobi Wine claimed that the detained legislator was sprayed with substances that has left him not able to see for the past days.
Jinja East MP, Paul Mwiru revealed that he was the only one allowed to visit Zaake at Special Investigations Unit in Kireka and “I found him in unstable state.”
Mr. Mwiru claimed that Zaake had bruises all over his body which indicates that he was tortured by security operatives.
The legislators also revealed that police health teams this morning have written and recommended that Zaake seeks additional medical services from other facilities since they can no longer handle his situation.
