President Yoweri Kaguta Museveni emphasized the importance of wealth creation for Uganda’s socio-economic transformation during his recent tour of the Bukedi subregion.
“These things must be clear in our heads. Yes, health, education, that is service delivery, when you talk of roads and so on, that is development, but in order to achieve socio-economic transformation, we need to create wealth,” he stressed.
Museveni highlighted the National Resistance Movement (NRM) government’s interventions, such as the four-acre model of farming, to combat poverty and promote wealth creation. He encouraged leaders to guide their communities in utilizing resources effectively, particularly in wetland areas, where fish farming can generate significant income.
The President also commended the progress of the Parish Development Model (PDM) and Emyooga programs in the subregion, announcing continued investment in these initiatives. The PDM is a strategy for organizing and delivering public and private sector interventions for wealth creation and employment generation at the parish level.
Key Components of the Parish Development Model:
- Production, Processing, and Marketing: Supporting the creation of more productive jobs and wealth through agro-industrialization and private sector development.
- Infrastructure and Economic Services: Providing reliable transport and economic services for production and marketing.
- Financial Inclusion: Enabling access to financial services for households operating in the subsistence economy.
- Social Services: Consolidating delivery of primary health care, education, and access to clean water.
- Mindset Change, Community Mobilization, and Cross-Cutting Issues: Fostering the right mindset for transformation and community mobilization.
- Parish-Based Management Information System: Supporting community profiling, data collection, and decision-making.
- Governance and Administration: Ensuring effective coordination and implementation at national and subnational levels ¹.
Museveni’s vision for wealth creation and socio-economic transformation is reflected in the PDM’s emphasis on empowering households to transition from subsistence to market-oriented production. By leveraging the PDM and other initiatives, the government aims to promote economic growth, reduce poverty, and improve living standards for all Ugandans.
