
KAMPALA – The Electoral Commission (EC) has announced that the by-election to fill the vacant Kawempe North Parliamentary seat will take place on March 13, 2025. This development comes after the passing of Muhammad Ssegirinya, who died at Lubaga Hospital earlier this month.
According to EC Chairperson Simon Byabakama, the electoral process will commence this week across 197 polling stations. “The Commission further welcomes proposals and suggestions aimed at ensuring the conduct of free and fair electoral activities in Kawempe Division. The conduct of elections involves many stakeholders. Adherence to the electoral laws and guidelines by all stakeholders during the entire electoral process is therefore very crucial,” Byabakama said.
Byabakama emphasized the importance of adhering to electoral laws and guidelines, urging all stakeholders to work together to deliver a peaceful, free, and fair by-election. He also cautioned candidates against bribing voters and encouraged anyone wishing to serve as an election observer to apply for approval.
In a related development, the Election Management Committee (EMC) of the National Unity Platform (NUP) has called for expressions of interest from qualified and willing party members to carry the party flag for the position of Member of Parliament for Kawempe North Division and Councillor L.C. 3 for Kazo-Angola Ward.
“We invite all interested members to submit their written applications, which should include a copy of their party membership card, national ID, curriculum vitae, and certified copies of academic qualifications,” said Mercy Walukamba, Chairperson of the EMC. “We encourage all eligible members to participate in this process and help us select the best candidates to represent our party.”
The by-election will be overseen by Henry Makabai, the returning officer for Kampala, and Rehema Nassuna, the assistant returning officer for Kawempe. With several candidates already expressing interest in the seat, the stage is set for a competitive by-election.
The Electoral Commission has urged all stakeholders to cooperate and support the electoral process to ensure a peaceful, free, and fair by-election. The commission has also assured the public that all necessary measures will be taken to ensure the safety and security of voters, candidates, and electoral officials during the by-election.
