
KAMPALA – Uganda’s Electoral Commission Chairperson, Justice Simon Byabakama, has announced that the commission will display lists of demarcated Local Government Council electoral areas for the 2025/2026 General Elections. This exercise, scheduled to take place from January 13th to 20th, 2025, is a critical step towards ensuring fair and effective representation in Local Governments.
According to Justice Byabakama, the demarcation process was conducted from August 6th to 16th, 2024, and involved drawing and defining boundaries for electoral areas. This process ensures that each basic unit of representation, such as sub-counties, towns, and divisions, has at least one representative in the respective Local Government.
“The demarcation exercise is a crucial step in the electoral process,” said Justice Byabakama. “It ensures that all administrative units are fairly represented and that the boundaries of every electoral area are clearly defined.”
The display of the lists of demarcated electoral areas will be conducted by the District/City Returning Officers and the respective Sub-County Supervisors. The lists will be displayed on public notice boards and will also be available on the Electoral Commission website.
“We encourage all stakeholders to participate in this exercise and to scrutinize the lists carefully,” said Justice Byabakama. “This is an opportunity for citizens to ensure that their electoral areas are correctly demarcated and that they are fairly represented.”
During the display exercise, stakeholders will be able to submit written complaints to the District Returning Officer using the Demarcation Complaints Form (form DCF). The complaints will then be reviewed and resolved by the District Demarcation Complaints Resolution Team.

The Electoral Commission’s decision to display the lists of demarcated electoral areas is a significant step towards promoting transparency and accountability in the electoral process.
