
President Yoweri Museveni has elevated Dr. Hillary Musoke Kisanja to the position of Senior Presidential Advisor on Agri-Business, a move that places him at the same level as influential figures like General Salim Saleh and General Proscovia Nalweyiso.
Dr. Kisanja’s promotion is a culmination of his years of service to President Museveni, dating back to 2013 when he abandoned General David Sejusa, who had declared war on Museveni. At the time, Sejusa had accused Museveni of becoming a “subversive President”.
Since then, Dr. Kisanja has been a key player in President Museveni’s inner circle, serving as his point man on Agri-business. He has been instrumental in conceptualizing initiatives like the Presidential Initiative for Skilling the Girl Child, which aims to empower young women with vocational skills.
“We computed and came up with a concept paper which the President relied on to roll out what became the Presidential Initiative for Skilling the Girl Child,” Dr. Kisanja explained in an interview last year. “The initiative was designed to skill the girl child and make them self-employed.”
The initiative has since skilled thousands of Ugandan youths and women, enabling them to become self-employed and contributing to the country’s socio-economic transformation. The project has also expanded into the Presidential Industrial Hubs, aiming to create jobs and accelerate industrialization and urbanization across Uganda.

Dr. Kisanja has played a key role in overseeing the implementation of this project. “The idea is to create jobs and accelerate industrialization and urbanization across Uganda,” he said.
President Museveni’s Press Secretary, Faruk Kirunda, praised Dr. Kisanja’s promotion, describing him as “hard working, versatile, vibrant, and good-nurtured” and “well suited for the role in a sector central to Uganda’s socio-economic transformation”.

“Congratulations, Dr. Hillary Emmanuel Musoke, upon your appointment as Senior Presidential Advisor, Agribusiness. You are hardworking, versatile, vibrant and good-natured, and well suited for the role in a sector central to Uganda’s Socioeconomic transformation. Best wishes in your service, Comrade! FK,” Mr. Kirunda wrote on X.

As Senior Presidential Advisor on Agri-Business, Dr. Kisanja will be expected to provide strategic guidance to President Museveni on matters related to agriculture and economic development.
His promotion has been seen as a boost to the government’s efforts to transform Uganda’s economy and improve the lives of its citizens.
