
KAMPALA – The Uganda Bureau of Statistics (UBOS) in collaboration with the Ministry of Education and Sports has launched the baseline education census. The exercise began on April 7, 2025, starting with the greater Kampala metropolitan area, which includes Kampala, Wakiso, and Mukono districts.
According to the State Minister for Primary Education, Dr. Moriku Joyce Kaducu, the census which will consume a sum of Shs27 billion aims to collect comprehensive information on learners, teaching staff, non-teaching staff, institutional identity, location, infrastructure, teaching and learning materials, and other relevant data.
“This information will include learner details such as name, date of birth, sex, class, nationality, learner identification number, and special needs information.”
The census will cover all learning institutions in the country, including pre-primary schools, primary schools, secondary schools, vocational institutions, and higher learning institutions, including universities. Dr. Kaducu emphasized that the census will provide valuable insights that will inform policy decisions and improve the education sector in Uganda.
To ensure the accuracy and quality of the data, enumerators will use computer-assisted personal interviewing via tablets. For pre-primary schools up to primary five, class teachers will assist learners during interviews, while learners from primary six and above will serve as primary respondents.
The census will also collect data on various aspects, including water and sanitation facilities, energy sources, and teaching and learning materials.
“The data collected will be used to inform policy decisions and improve the education sector in Uganda.”
The minister noted that they have completed the training of all enumerators who will be deployed in the greater Kampala metropolitan area. The public is urged to cooperate with the enumerators and provide the necessary information.
Dr. Kaducu appealed to parents to ensure that learners have correct information, including date of birth and national identification number. She also called upon the media fraternity to disseminate accurate and correct information to the general public.
The census is expected to roll out to the rest of the country from the beginning of the second term until June 30, 2025. The Uganda Bureau of Statistics and the Ministry of Education and Sports are committed to providing quality statistical services that support our development process.
