
KAMPALA – The Minister of State for Higher Education, John Muyingo is set to lay before Parliament statutory instruments that will see Government upgrade the status of Nakawa Vocational Training Institute to diploma awarding status.
Details from the Ministry of Education indicate that the Minister of Education and Sports in 2017 engaged National Council for Higher Education NCHE) to upgrade and the Executive Director NCHE constituted a Taskforce to establish the readiness, cost implication and sustainability status of upgrading the Institute to a College status.
And following the completion of the process of upgrading Nakawa Vocational Training Institute to a College, the Ministry has moved as required in section 75(3) of Universities and other Tertiary Institutions Act, 2001 as amended demands that, a copy of the Statutory Instrument be laid on the floor of Parliament.
Muyingo’s statement reads, “It is for this reason that I request you to consider providing for this on the Order paper at your earliest convenient time.”
A copy of the Statutory Instrument highlighted the objective of the move which indicates that the upgrade is intended to make Nakawa Training Institute the leading vocational college in Uganda with highly skilled and motivated human resource steering the achievement of its Mission and Vision for economic growth.
The upgrade according to Government also seeks to promote appropriate skills training, technology and innovations for regional integration as well as promote among students, appropriate skills for production and employment in the community, office and related industry.
If approved by Parliament, Nakawa Vocational Training College will be required to organise and conduct courses and programmes critical to national development with emphasis on electrical engineering and automobile engineering.
The College will also undertake the development and sustenance of research and publication as well as conduct needs assessment of the labour market and develop demand-driven programs, to conduct training of craftsmen and technicians responding to the needs of the labour market.
Upon Parliamentary approval, all rights, interests, obligations and liabilities of Nakawa Vocational Training Institute in existence before the commencement of this instrument or at law or in equity shall by virtue of this Instrument, be assigned to and vested in the Nakawa Vocational Training College.
Additionally, any contract or instrument shall be of the same force and effect against or in favour of Nakawa Vocational Training College and shall be enforceable, and all employees and staff, who are recognized employees and staff of the Nakawa Vocational Training Institute shall be deemed to have been employed by the Nakawa Vocational Training College.
Yet still, all students of the Nakawa Vocational Training Institute who were admitted before the commencement of this Instrument shall be deemed to have been admitted by the Nakawa Vocational Training College.
