
KAMPALA – Uganda’s Technical and Vocational Education and Training Act (Commencement) Instrument 2025 has been gazetted, marking a significant milestone in the country’s efforts to revamp its technical and vocational education sector.
The new law, which was gazetted on March 14, 2025, aims to establish an institutional framework for promoting, coordinating, regulating, and delivering technical and vocational education and training (TVET) in Uganda.
According to the Act, the Uganda Vocational and Technical Assessment Board (UVTAB) will be established to oversee the TVET sector. The UVTAB will comprise a Chairperson appointed by the Minister, representatives from the Ministry of Finance, TVET providers, the Federation of Uganda Employers, and two additional employer representatives.
The Act sets out several objectives, including the development of a TVET qualification framework, regulation and quality assurance of TVET providers and trainers, and the registration and licensing of artisans, craftsmen, technicians, and technologists.
The UVTAB will be responsible for accrediting assessment centers, assessing and certifying TVET candidates, registering candidates for assessment, and preparing, conducting, and supervising TVET assessments. The Board will also award qualifications to TVET candidates, equate TVET qualifications, and develop rules and regulations for TVET assessment and certification.
The TVET Act 2025 is expected to have a significant impact on Uganda’s technical and vocational education sector, promoting a skilled and competent workforce that can drive economic growth and development.
